A small hazmat spill down the street? That's a 1-mile problem. A regional infrastructure failure or a major earthquake? That might be a 10-mile move. A hurricane bearing down on your entire metro area? You might need that 100-mile anchor point. The rule isn't complicated. But the failure to apply it is catastrophic.

When Katrina hit in 2005, approximately 1.2 million people evacuated from the New Orleans metro area. A massive portion of them went to Houston. One city. One direction. One option.

Houston absorbed that population like a system that was never designed for it, because it wasn't. The political and social friction that followed wasn't just an inconvenience — it became its own secondary disaster. Resources stretched. Tensions spiked.
